Mr. Dowling
The Amendment Process

How can an amendment be added to the United States Constitution?
The framers did not want to make it too easy for Americans to change the Constitution
To amend the Constitution, an amendment must be proposed by 2/3 of the House of Representatives and the Senate or by a national convention after the request of 2/3 of state legislatures.
A national convention has never happened.
Then the amendment has to be ratified in 3/4 of state conventions or by 3/4 of state legislatures.
